Bhubaneswar: Following the 5-T principles, the state government on Tuesday issued interim guidelines for transfer of the engineers of Odisha Engineering Service (OES) and Odisha Diploma Engineers’ Service (ODES) cadres.
The Works Department has decided to implement the transfer policy to improve efficiency at workplace.
The department will transfer its staff under administrative and personal grounds. While transfer on administrative grounds shall be carried out to rationalise the manpower requirement, transfer on personal grounds shall be on the basis of health ground.
As per the interim policy, engineers ought to be transferred after completion of three years in a particular station/post. But no official shall be allowed to continue in a particular post/place for more than five years.
Similarly, no engineer of OES cadre shall be allowed to posted at a particular revenue district for more than 10 years. Likewise, the restriction is 15 years for ODES cadre engineers.
Besides, the OES cadre engineers shall not be posted in their home districts and ODES cadre engineers in their home sub-divisions.
For engineers nearing superannuation, they won’t be transferred before less than two year’s of service. However, it may be considered on administrative or health grounds.
To implement these, three Engineering Establishment Committees (EECs) will be set up, which will recommend transfer and posting as required for approval by the competent authority.
Worth mentioning, these interim guidelines shall come into force immediately and remain in force till the detailed guidelines are finalised.
